President Donald Trump signed an executive order on Thursday aimed at advancing artificial intelligence (AI) in the U.S. The order revokes previous government policies that it claims have acted as obstacles to AI innovation.

To maintain global leadership in AI technology, the order emphasizes the need for developing AI systems that are free from “ideological bias or engineered social agendas.”

Although the order does not specify which existing policies are hindering AI progress, it does call for the creation of an AI action plan within 180 days.

Just days after returning to the White House, Trump repealed former President Joe Biden’s AI regulations, which were set in motion by an executive order in 2023. Until Thursday, it was unclear whether Trump intended to replace Biden’s policy or introduce his own. Trump had previously signed executive orders on AI during his first term, and those are still in effect.

Biden’s 2023 order led to a major push across government agencies to study the impact of AI on issues like cybersecurity, education, workplaces, and public benefits, with a focus on ensuring AI didn’t cause harm. That work has now been completed.

One significant element of Biden’s order — requiring tech companies to share details about the most advanced AI models with the government before they are released to the public — was removed by Trump’s action on Monday.
